Description
Notice of Intent to award sole source contract. This is not a solicitation. The Department of Veterans Affairs Medical Center, Providence, Rhode Island (Network Contracting Office 1 (New England) NCO 1/650/90C) intends to negotiate and award a contract for research and study in homeless issues among the veteran population to University of Massachusetts Worcester. The University of Massachusetts Worcester is a VA affiliate and this contract action is permitted under FAR 6.302-5, VAAR 806.302-5(a)(2) Authorized or required by statute (38 USC 8153) The equipment/services are described as follows. The project is titled: Ending Homelessness through Evidenced Based Programming. The purpose of the contract is the provision of research and data analysis services in support of the MISSION-Vet/HUD-VASH (Housing and Urban Development - VA Supported Housing) Implementation Study. This VA-led clinical research trial will study how manualized implementation tools affect HUD-VASH case managers' abilities to increase capacity and improve program performance as they deliver MISSION-VET, a co-occurring substance use and mental health disorders treatment program, to Veterans on their caseloads. This study will compare the model fidelity and patient outcomes between two groups: case managers who deliver MISSION-VET services augmented with Getting to Outcomes (GTO), an implementation improvement system; and case managers who use existing strategies (implementation as usual, IU) to deliver MISSION-VET services. The results have the potential to inform programmatic decisions and best practices in patient care, and will advance VA's goal of creating sustainable exits from homelessness.
