Description

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M2X62157A001 and is being issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 effective 18 may 2012. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 339113 with a 500 employees size standard. (v) Contractors shall submit a proposal for providing and installing a Fall Arrest/Fall Protection System for Joint Base Charleston, South Carolina. This ceiling-supported system will be installed in the aircraft fuels maintenance hangar and will require engineering, design, and fabrication to fit the building dimensions to allow maintenance personnel to maneuver safely above the C-17 aircraft. The service required will consist of installation, operational tests, compliance with all applicable OSHA regulations, and training for maintenance personnel. The installation may require minor modifications to existing electrical, HVAC, and pneumatic air systems above aircraft wings. All labor, vehicles, equipment, tools, materials, supervision and other furnished property and services except as specified in the contract as Government Furnished Property will be provided by the contractor. A firm fixed price contract is contemplated A MANDATORY SITE visit will be conducted at Building 570 at 1100 AM (ET) on Thursday, 19 July 2012. All prospective Offerors shall meet at the Dorchester Main Gate, Joint Base Charleston, South Carolina. Offerors are cautioned that JB CHS has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. SOME DELAY SHOULD BE ANTICIPATED. Offerors should allow sufficient time to obtain a visitor pass (requiring valid driver's license, vehicle registration, and current proof of vehicle insurance.) All responsible sources may submit a proposal, which shall be considered. A firm fixed price indefinite delivery contract is contemplated. FAR 52.212-2, Evaluation - Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1. Past Performance. 2. Technical capability of the item offered to meet the Government requirement. Technical and performance factors, when combined, are significantly more important than price. 3. Price - The Government will evaluate the total price of the offer for award purposes. If the lowest priced evaluated responsible offer is judged to have a Substantial Confidence Performance Assessment Rating that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 3-5 references of "recent" and "relevant" projects that have occurred. "Recent" is defined as; projects within the past three years. "Relevant" is defined as; Performance effort involved essentially the same magnitude of effort and complexity this RFP requires.
