- FROM: REGIONAL CONTRACTING OFFICE - NORTH EAST, NATIONAL CAPITAL REGION (RCO-NCR) Subj: NOTICE OF INTENT TO AWARD ON OTHER THAN FULL AND OPEN COMPETITION BASIS Solicitation No: M54900-12-SU-DBROP In accordance with FAR 6.302-1(b)(1)(i), the Regional Contracting Office, National Capital Region (RCO-NCR) intends to award on an other than full and open competition basis, a Firm Fixed Price Contract for one Base Year with two Option Periods to Cooperman Fife & Drum Co., 1007 Route 121 Bellows Falls, Vermont 05101-4408. This procurement is for unique custom-constructed, hand-painted rope drums and accessories. The items are listed as follows: Liberty Model Snare Drum 16" x 16", not to exceed 8 units; Military Style Leather Sling for Snare Drum, not to exceed 8 units; Snare Drum Hard Case, not to exceed 8 units; Snare Drum Soft Bag Case, not to exceed 8 units; Snare Drum Adjustable Anchor not to exceed 8 units; Snare Drum Throw Off Mechanism not to exceed 8 units; Liberty Model Bass Drum 16" x 26" not to exceed 3 units; Two-Piece Leather Sling for Bass Drum not to exceed 3 units; Bass Drum Hard Case not to exceed 3 units; Bass Drum Soft Bag Case not to exceed 3 units. This effort is in support of the United States Marine Drum and Bugle (D&B) Corps. Marine Corps Barracks, Washington D.C., The period of performance will be 12 months after award. The Government has determined based on market research, to use other than full and open competition, for this acquisition. As the only responsible source, Cooperman Fife & Drum Co., has shown interest and capability in satisfying the unique requirements for this acquisition. Other interested firms may identify their interest and capability to respond to the requirement. This notice is NOT a request for competitive proposals; however, any firms believing they can fulfill this requirement, may submit a written response which will be considered by the agency within 5 days of the date of publication of this notice of intent. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The written response shall reference solicitation number M54900-12-SU -DBROP and clearly show the firm's capability, background, experience, and assets necessary to perform the required work without compromising the quality, accuracy, reliability, and delivery of the product. Written responses shall be submitted electronically to frank.decker@usmc.mil within 5 days from this Notice date.
