Description
NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) Vemco a division of AMIRX Systems, Inc. for specialized acoustic transmitters (TAGS) and receivers (to record data emitted from the tags). For the National Marine Fisheries, Southwest Fisheries Division La Jolla, CA. The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), Office of National Marine Fisheries, Southwest Division need of Transmitting tags and receivers. National Maine Fisheries in currently using VEMCO receiver and tags, all future equipment must also be VEMCO compatible, (i.e., capable of transmitting and receiving at 69 kHz). Transmitters and tags must be compatible with transmitters and receivers on hand and be compatible with local collaborators. Because work is focused on deep dwelling rockfishes both receivers and tags must have depth rating of at least 300m. Also, to provide continuous monitoring for prolonged periods NMFS requires a battery life for the acoustic receivers to be from 10 to 12 months which is currently only available through VEMCO. Delivery date is October 1, 2012 This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
