Description
NOTE: To be awarded a government contract you MUST have DUNS (Dun & Bradstreet; tel: 02-28-455-379) and NCAGE (www.dlis.dla.mil/Forms/Form_AC135.asp) numbers and be registered in CCR (https://www.bpn.gov). We will discuss this at the site visit. DESCRIPTION OF THE PROJECT: This contract consists of the execution of the remedial actions to be performed at the contaminated site known as "Skeet Range" (CCLP106), located in the buffer zone within the Ammunition Storage Area (ASA) - Darby Military Community (DMC). The contaminants of concern are lead (Pb), antimony (Sb), and polycyclic aromatic hydrocarbons (PAHs). Remedial activities will consist primarily of removing the first twenty (20) centimeters of superficial soil from nine (9) different subareas, to be performed manually and by using mini excavators. The Contractor shall also perform the characterization and subsequent disposal of the excavated contaminated and non-contaminated soil. NECESSARY CERTIFICATION: The Contractor shall provide proper documentation demonstrating their expertise and experience with the contract's requirements. In addition, the laboratory providing the analysis results shall comply with the ACCREDIA standards. 1.The bidder shall submit a suitable documentation certifying the Contractor's waste management qualifications (Iscrizione Nazionale Albo Gestori Ambientali); 2.the Contractor's remediation expertise (for example, ASSORECA - Associazione Societ Revisione e Consulenza Ambientale); and 3.the Contractor's accreditation with ISO 9001 and ISO 14001. 4.In addition, the Contractor shall submit the laboratory's ACCREDIA credit registration for 90% of all parameters to be analyzed. Note: The Contractor is allowed to subcontract out approximately 80% of the project. If part of this work will be subcontract out to another firm, the Contractor shall also provide the subcontractor's qualifications/certifications. FUNDING: The project is funded. LOCATION OF THE WORK: The site of the proposed work is USAG Vicenza - Darby Military Community, Buffer Zone Area with the Ammunition Storage Area; Livorno, Italy. METHOD OF CONTRACTING: This will be a Request for Proposals (RFP) resulting in a firm fixed price contract. PERFORMANCE PERIOD: The Performance Period will be 180 calendar days after award. SITE VISIT: The site visit will be held on July 31, 2012 at 9:00 a.m. at the USAG Vicenza, Darby Military Community; Livorno, Italy MEETING POINT FOR THE SITE VISIT: Gate 4, Darby Military Community MISCELLANEOUS: The solicitation package, including the technical specifications, description of the work, drawings and all additional information, will be posted in a few weeks on Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) HOW TO PARTICIPATE: In order to participate all interested parties are invited to indicate their interest by submitting an email not later than Close of Business (COB) July 20, 2012 to the following address: judy.i.biboum.civ@mail.mil.
