FACE Consortium’s Terms and Conditions FACE Consortium’s Policies and Procedures BROAD AGENCY ANNOUNCEMENT INTENT TO ESTABLISH A PARNERSHIP BETWEEN GOVERNMENT and A VOLUNTARY OPEN CONSENSUS STANDARDS BODY TO MANAGE THE FUTURE AIRBORNE CAPABILITY ENVIRONMENT (FACE TM ) CONSORTIUM TO DEVELOP COMMON SOFTWARE STANDARDS AND SPECIFICATIONS FOR U.S. GOVERNMENT CONTRACTS 1. INTRODUCTION This Broad Agency Announcement (BAA) is released by the Naval Air Warfare Center Aircraft Division (NAWCAD) in order to establish a Cooperative Agreement with a voluntary open consensus standards body in order to manage the Future Airborne Capability Environment (FACE TM ) Consortium. The purpose of the consortium is to develop and manage the Future Airborne Capability Environment (FACE TM ) Technical Standard and associated specifications and related work products (including, but not limited to, business models, contract guidance, data models, implementation guidance, software repositories and conformance certification requirements) among Government agencies and Industry that will be available for use by FACE Consortium members and nonmembers. This consortium was formed in June 2010, under the auspices of a "Voluntary Consensus Standards Body" as defined by the National Technology Transfer and Advancement Act and OMB Circular A-119 with the following attributes: • Openness • Balance of interest • Due process • An appeals process • Consensus • Enabler for consortium participation by US agencies The Government will be able to use the resulting common set of specifications and standards to enhance competition for future software acquisitions as required by the Competition in Contracting Act (10 U.S.C. § 2304 et seq.) and to further the policies of the Department of Defense's "Better Buying Power" initiative. 2. BACKGROUND The Future Airborne Capability Environment (FACE TM ) Consortium is an aviation-focused professional group made up of U.S. industry suppliers, customers, and users. The FACE Consortium provides a vendor-neutral forum for industry and the U.S. government to work together to develop and consolidate open standards, best practices, guidance documents, and business models. The FACE Technical Standard calls for software-based avionics capabilities to be developed as components that interact with other software components through three key interfaces, which will allow for reuse, third party technical insertion and increased competition. It is important to note The FACE Technical Standard only addresses software requirements and is hardware agnostic. The FACE Technical Standard defines architecture for a common software computing environment with interfaces intended for the development of portable components and applications. 3. REQUIREMENTS To meet the requirements for managing the FACE Consortium, a voluntary open consensus standards body shall be a vendor-neutral and technology-neutral consortium. They shall enable access to integrated information within and between enterprises based on open standards and global interoperability. Their work with customers, suppliers, consortia, and other standards bodies allow them to capture, understand, and address current and emerging requirements, establish policies, and share best practices; to facilitate interoperability, develop consensus, and evolve and integrate specifications and Open Source technologies; to offer a comprehensive set of services to enhance the operational efficiency of consortia; and facilitating industry adoption. They should have extensive experience in developing and operating certification programs and implementing test suites used to validate conformance to an open standard or specification. 4. FACE CONSORTIUM MEMBERSHIP The FACE Consortium was formed as a forum for Government and Industry to define the FACE Standard and establish a business model and supporting best practices that enable the Standard. The FACE Consortium has established Technical and Business Working Groups to address the following areas: FACE Technical Standard, FACE Implementation Guidance, FACE Data Model, Conformance, Library/Repository, Business Model, and Contract Guidance. The government encourages industry and other entities interested in being a part of the development of the FACE Technical Standard and associated work products to participate in the FACE consortium. CONTRACT/AGREEMENT TYPE NAWCAD is willing to consider various types of acquisition vehicles including but not limited to traditional FAR/DFARS type contracts or other non-procurement agreements. The Government will make the final decision on the acquisition type. Note: Typically, research and technical activities result in the need for additional services/supplies, which are not possible to anticipate or project. Contract/Agreement modifications may be executed to satisfy these requirements; thereby providing for flexibility. In the event that this is required, it shall be considered to be within the scope of this BAA and the resulting agreement. Therefore, the agreement will have met the requirements of the FAR/DFARS and the Competition in Contracting Act. 6. PROPOSAL SUBMISSION / EVALUATION No request for proposal (RFP), solicitation, or other announcement of this opportunity will be made. The Government encourages interested parties to join the Consortium as described in paragraph 4 in order to participate in the development of the standards described herein. The Government will not respond to requests for oral discussions of potential research or technical offerings. The FACE Consortium's Policies and Procedures and their Terms and Conditions are attached. 7. AWARDS NAWCAD is planning to make an award within the overall objectives stated in this BAA. Any awards are subject to the availability of appropriations. There is no commitment by the Navy to be responsible for any monies expended by the offeror before award of a contract/agreement. For awards made as contracts, the socio-economic merits of each proposal will be evaluated based on the commitment to provide meaningful subcontracting opportunities with small business, small disadvantaged business, woman-owned small business concerns, and HBCU/MIs.
