Description
This is a combine synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposals (RFP). Submit written proposals (oral quotes will not be accepted) on reference number F12-PS-00678. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. This acquisition is a total small business set-aside under NAICS 541990, Size $7M. The following contains: A list of contract line item number(s) and items, quantities and unit of measure, (including option(s), if applicable) CLIN 0010: Conservation Impact Evaluation-Alternare Quantity: 1 Unit of Measure: Job Item Description: Evaluation of monarch butterfly wintering habitat since 1998 IAW Statement of Work. ***Please see attached Statement of Work*** Date and place of delivery and acceptance: The period of performance for the acquisition is 10 months from issue of contract, estimated award August 17, 2012. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The addendum is made to the provision. Paragraph (b) Submission of offers is added to read: Proposals shall be submitted in the English language. The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. There are two specific evaluation criteria included in paragraph (a). The first one is (i) technical capability of the item proposed to meet the requirement of that provision. The second one is (ii) price. They are both of equal importance. Best Value Determination to the Government will be used in this acquisition. ***Proposals shall include price, technical capability that includes past performance of projects relevant to the SOW, and resumes of all key personnel that will work on the acquisition.*** All questions with regards to this acquisition shall be submitted to William_fluahrty@fws.gov and Gerald_lehmann@fws.gov subject reference the solicitation number (F12-PS-00678) NLT July 20th, 2012 at 12:00. Any question submitted after this date/time will not be answered. The provision at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. See http://orca.bpn.gov only those proposals with valid ORCA will be considered for evaluation. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The following addenda are made to this clause. Paragraph (a) Inspection/Acceptance is added to read: The contractor shall use the Internet Payment Platform for invoicing. Internet Payment Platform (IPP ) (September 2011) Payment request must be submitted electronically through the U.S. Department of the Treasurys Internet Payment Platform System (IPP). Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The following additional FAR clauses cited in the clause under paragraph (b) are considered checked and applicable to the acquisition: (11), (24), (25), (26), (27), (45).
