Description
The U.S. Fish and Wildlife Service Region 4, is issuing a Request for Proposal (RFP) to provide Interpretive Panel and Exhibit Services for the Southeast Region (Region 4 or R4). Region 4 encompasses the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and the Caribbean. In addition, this contract may be used by field offices from throughout the USFWS. This procurement action is being solicited as a small business set-aside. The NAICS code is 333999, with a size standard of 500 employees. This requirement is being procured in accordance with FAR Part 15, Contracting by Negotiation. This work involves providing all activities necessary to provide Interpretive Panel and Exhibit Services as defined in the Statement of Work including the sample Task Order. Detailed requirements and/or specifications are listed within the solicitation. An Indefinite Delivery/Indefinite Quantity (IDIQ) contracts will be issued resulting from this solicitation with an award for the Sample Task Order to the offeror(s) providing the best value, based on the evaluation factors outlined in the solicitation. Evaluation of interested firms will be based on the following factors as well as subfactors as listed in Sections L and M of the Solictation: 1) Company Capabilities; 2) Past Performance; (3) Technical Approach to Sample Project; and 4) Price Proposal. The IDIQ contract will have one base year and four option years which has a total of five years when option years are exercised. Solicitation package number F12PS00338 will include the technical specifications required for each proposal. Documents will be posted to www.fbo.gov on or about July 30, 2012. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award.
