- ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) With the University of Miami for an initial statistical assessment and analysis of NOAA's large Northwestern Hawaiian Island, (NWHI) eco-system monitoring data sets. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA)/Papahanaumokuakea Marine National Monument, (PMNM) need of a statistical assessment and analysis for the large eco-system monitoring data sets collected by PMNN and NOAA NMFS Pacific Island Fishery Science Center's Coral Reef Ecosystem Division (CRED), (i.e., reef fish, coral reefs, algae, invertebrates, ect.) collected during a series of pilot surveys of the NWHI Coral Reef Ecosystem Reserve (which became PMNN). This is a continuing effort for the University of Miami's study of the coral reef eco-systems. University of Miami has the knowledge for the coral reef system of the Florida Keys and has established experts in statistical analysis and assessment of coral reef data. University of Miami is the only know vendor able to meet all the specific requirements of NOAA and Papahanaumokuakea Marine National Monument, (PMNM). Delivery date is from September 15, 2011 - September 14, 2013 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
