Description
Army Contracting Command Qatar has a requirement for multiple Multi-Trade Basic Ordering Agreements (BOAs) for Qatar and the United Arab Emirates (UAE). These Firm-Fixed- Price agreements will contain terms, conditions, a list of labor/trade/professional categories, labor rates and unit prices. These agreements are not contracts, but each task order issued against a BOA serves as a contract. BOA contractors will compete for each requirement or project by responding to a Request for Quote (RFQ) or Request for Proposal (RFP) solicitation which contains a Statement of Work (SOW), Performance Work Statement (PWS) or a Technical Description of the required service or project. The solicitation will specify contractor employee qualifications needed for the project or requirement - for example, specific skills; education; whether the employee must be a U.S. citizen; possession of a U.S. security clearance, whether the employee must be a Foreign National (from India, Philippines, Thailand, etc.), whether the employee must be fluent in the spoken English, etc. Labor, administrative, technical and professional categories requiring rates include, but are not limited to, the following: HVAC mechanic; plumber; asphalt laborer; mason; carpenter; cabinet maker; interior and exterior painter; mechanical engineer (PE); electrical engineer (PE); civil engineer (PE); electronic technician; electronic engineer; telecommunication technician; general laborer; crane operator; truck driver (heavy trucks); backhoe operator; sheet metal worker; pipefitter; forklift operator; welder; plumber; warehouse worker; supply/inventory clerk; material handler; office material/supply packer; electrician; draftsman; registered architect; construction worker; grounds maintenance worker; management assistant; translator. In accordance with Qatari labor and immigration laws, the contractor must be able to legally do business in the country of Qatar on the 1st day of the contract's performance period. In accordance with UAE labor and immigration laws, the contractor must be able to legally do business in the country of UAE on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through U.S. Army and/or Department of Defense security screening. The initial performance term will be for a one (1) calendar year duration. Continuation of the BOA beyond the initial performance year up to five (5) years thereafter may be granted if the BOA holder (contractor) performed satisfactorily during the previous performance period and there is a need by the U.S. Government to continue the agreement.
