Description
THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Michael E. DeBakey VA Medical Center Houston, TX has a requirement for Project # 580-319, "Building 108 Renovation and Expansion for Mental Health Services" per issue for construction Drawings and Specifications. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. This does not include paperwork, submittals, etc. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the Solicitation has been published. A Firm-Fixed Price Construction contract award is anticipated. Contractor shall provide general construction, alterations, roads, walks, grading, drainage, mechanical and electrical systems, equipment, utility systems, elevators and the necessary removal of existing portions of existing structures and miscellaneous other items for the new construction of an approximately 24,000 square feet 2 story business occupancy building for Mental Health Services. Additionally, there is a need for the contractor to do interior renovations of approximately 11,000 GSF within the current building 108. Contractor shall completely prepare the site for operations, by providing all labor, material, equipment, and management. The period of performance is 360 calendar days from the Notice to Proceed date. Solicitation documents, including specifications and drawings, will be available electronically on or about August 1, 2012, at this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation For Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $5,000,000 and $10,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million in average annual receipts for the past three (3) years. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award. ADDITIONALLY, EFFECTIVE OCTOBER 1, 2010, ALL SDVOSB CONTRACTORS MUST BE CENTER FOR VETERANS ENTERPRISE (CVE) VERIFIED IN ORDER TO RECEIVE A CONTRACT AWARD. CONTRACTORS MUST HAVE A DUNS AND BRADSTREET SUPPLIER RISK EVALUATION SCORE OF 7 OR BELOW.
