- The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the pre-solicitation for the Repair & Alteration of the Airfield Electrical Vault, solicitation number FA4621-12-R-0006. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. The project requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, and supervision necessary to repair and alter the airfield electrical vault, building 1210, by constructing a new two level electrical vault addition, new generator enclosure with generator, new electrical duct bank system with manholes, new lighting controls in buildings 1210 and 70 (Air traffic control tower) and site work around building 1210 at McConnell AFB, Kansas. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract. The magnitude of construction is between $1,000,000 and $5,000,000. The place of performance for this project is located on McConnell AFB in Wichita, KS. There will be no public bid opening. The Construction period for Base Bid will be 380 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The closing date and time for submission of offers is approximately 7 August 2012. The solicitation is a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 238210 with a size standard of $14.0M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) and the ORCA registration at web site http://www.ccr.gov/ and http://orca.bpn.gov/. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
