Description
Pre-solicitation Notice of Remodel and Renovation of Building 1520, Old Commissary, Fort Carson, El Paso County, CO. The Mission Installation Contracting Command (MICC) at Fort Carson intends to issue a Request for Proposal (RFP), using the Best Value Source Selection Procedure, Lowest Price Technically Acceptable (LPTA) techniques to make a single award. This is a firm fixed-price contract to provide for all labor, transportation, resources, materials, tools, equipment and supervision necessary for the remodel and renovation of building (Bldg) 1520, Old Commissary project number DPW12-089P. This is not a request for proposal, and there is no solicitation package available at this time. The solicitation when available shall include all work involved in the construction of offices, conference rooms, architectural, structural, mechanical, plumbing, electrical, and environmental features of the site, removal of debris, limited demolition, and installation of new fixtures, interior finishes, parts, equipment, and materials of interior structures, walls, HVAC, plumbing, electrical, and landscaping within the designated area. The building will be renovated to meet Low Energy Electron Diffraction (LEED) certified standard principles where practical. This action is being set-aside for competition restricted to 100% set aside for Historically Underutilized Businesses (HUBZone) qualified firms in accordance with Federal Acquisition Regulation (FAR) Subpart 19.13 and 52.219-3, Notice of HUBZone Set-Aside or Sole Source Award. Tentative proposal closing date will be 30 days after issuance of the solicitation, or approximately 17 Aug 2012. The estimated magnitude of this construction project is between $1,000,000.00 and $5,000,000.00. The NAICS code for this acquisition is 236220 with a size standard of $33.5M. This work is considered to be construction work in El Paso County, Colorado and the Davis-Bacon Act requirements will apply. A bid guarantee will be required in accordance with FAR 28.101 - Bid Guarantees. All work shall be accomplished in accordance with the contract terms and conditions. The period of performance is estimated to be 365 days from notice to proceed. The successful contractor will be required to provide 100% performance and payment bonds. The entire solicitation will be made available only on the Federal Business Opportunities (FBO) website at http://www.fbo.gov and the Army Acquisition Business Website at https://acquisition.army.mil/asfi/. Interested offerors are responsible for monitoring this site for release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be actively registered in the Central Contractor Registration (CCR) database or their proposal will not be considered. Contractors can obtain further information on the CCR website at http://www.ccr.gov. Prospective offerors who would like their company name included on the Bidders Mailing List may do so on the FBO website under the Interested Vendors List tab. The government reserves the right to cancel this solicitation, either before or after closing with no obligation to the offeror by the government. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for bid/proposal preparation costs. A pre-solicitation conference is tentatively scheduled for 28 June 2012. Space is limited, therefore, RSVPs are required NLT 25 Jun 2012. The pre-solicitation conference will be located in Bldg 1220, 1st floor East Side Conference Room, Fort Carson Colorado.
