Description
This is a Request for Information notice. This IS NOT A Request for Proposal (RFP) or a Pre-Solicitation Notice (Synopsis). Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. No contract will be awarded from this announcement. Responders are solely responsible for all expenses associated with responding to this notice. All information received in response to this notice that is marked ¿Proprietary¿ will be handled accordingly. Responses to this notice will not be returned. At this time, questions concerning the composition and requirements for future RFPs will not be entertained. PURPOSE OF NOTICE: The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small business; service disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The applicable NAICS Code for this requirement is 333132. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. DESCRIPTION: The Amarillo Field Office requires additional compression to boost the declining Bush Dome field pressure and production of crude helium. The project objective is to boost the production of the governments¿ helium reserve. The outcome will allow the Amarillo Field Office to continue producing from the reservoir under declining conditions in order to meet the governments¿ scientific and national security needs and the needs of the private helium market. REQUIREMENT: The contractor is required to design (includes motor driven compressor/s to handle 25-27 MMSCFD crude helium gas, to be housed in a housing/building and all related components, including piping tie-in and DCS (digital control system), construct approved design, coordinate required permits, test operational functionality and maintain the Cliffside Central Compression Project (CCCP) system. The Contractor shall perform all work to ensure a turnkey, properly functioning CCCP system considering, but not limited to: cost, efficiency, and warranty. The Contractor is required to furnish all services and materials to meet the objective of this requirement, including, but not limited to: expertise, equipment, material, labor, and transportation. A properly constructed, installed and operational system is defined as fully functional CCCP system meeting quality standards and complying with all applicable federal, and state, Code & Standards. All design service required shall be performed by licensed and registered Architects and Engineers. Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 15 percent of the work must be performed by the small business prime contractor alone. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statements No Later Than 11:00 AM Mountain Time on June 18, 2012. Capability statements shall specifically address vendor¿s capability of providing a helium compressor system to meet the requirements stated above. Please limit to no more than (10) pages, all inclusive, i.e. cover letter, table of contents, etc, if included, are incorporated in the 10 pages. Electronic responses are acceptable if prepared in a Microsoft 2003 compatible format or Adobe PDF files; Email electronic responses to mavasquez@blm.gov with ¿L12PS00667 Sources Sought" in the subject line of the Email. Capabilities Statements can also be mailed to Miguel Vasquez DFC, P.O. Box 25047, and Bldg. 50 Denver, CO 80225-0047 no later than the time and date specified above. CAPABILITY STATEMENT: Capability package shall include the following: 1. The ability to design and install motor driven compressor (s) to handle 25-27 MMSCFD and to design compressor housing/building with all related coolers, piping, concrete work, tie-in to existing piping, DCS (digital control system), and tie-in to existing 3 phase 4160 volts system. 2. The ability to construct approved designs and complete in a timely manner. 3. The ability to coordinate required permits (in the state of Texas), test operational functionality, and maintain the Cliffside Central Compression Project (CCCP) system. 5. The ability to furnish all services and materials to meet the objective of this requirement. 6. Contractor shall have at least 5 years of experience in design and construction of such project. PERIOD OF PERFORMANCE: The Period of Performance is estimated to be one (1) Base Year with the potential of Four (4) additional one -year options.
