Description
Model Example This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that can provide the required information described below and (2) the size classification of the available and potential sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this planned acquisition is 541990 - All Other Professional, Scientific, and Technical Services. Your response to the information requested will assist the Bureau of Labor Statistics (BLS) in planning the appropriate acquisition strategy. Background: The Bureau of Labor Statistics' Producer Price Index (PPI) program requires services and data to aid in updating the warehouse building models and sample. In addition, a methodology to update the costs included in the model must be developed. The methodology should adjust the costs for each component of the model to reflect actual price movement observed within the region. Scope: The services and data covered by this synopsis include everything necessary to re-specify warehouse building models for the four census regions (Northeast, South, Midwest, and West). This specifically includes: 1. Delivery of a project list of all new warehouse buildings bid on or built in the United States between June 2009 and June 2012. This list should exclude additions, alterations, and renovations to existing structures. 2. Development of four warehouse building models. One for each major Census region. *See attachment for Model Example 3. Development of a methodology to update the input costs of the four regional warehouse building models on a quarterly basis. The updates should reflect actual price movements of input costs within each region. 4. Delivery of cost updates for each of the four regional models due on a quarterly basis. 5. Provide assistance to BLS on an ‘as needed' basis to understand the make-up of the models, to evaluate model cost changes, and to evaluate any future updates to the models due to significant changes in ‘typical' construction materials and/or practices. VI. Approach: 1. The BLS will use information supplied by the vendor on new warehouse building projects built or bid on in the United States from June 2009 to June 2012 to determine the material composition of the high level specifications (roof type, building frame material, exterior wall material, etc) for four regional warehouse building models. 2. The vendor will detail four regional new warehouse building models using specific projects selected by the BLS from the list of building projects supplied by the vendor and the vendor's expert knowledge of current new warehouse building construction practices such as achieving LEED (Leadership in Energy and Environmental Design) certification. These models will include current material, installation, and cost information which will be used to gather data from BLS respondents. 3. After the initial model development, the vendor will independently survey all relevant sources of cost data for the model on a regular basis in order to update the model cost information on a quarterly basis. 4. The BLS will combine overhead and profit mark-up data obtained from initiated survey respondents along with material and installation cost data provided by the vendor to estimate output price trends for new warehouse building construction activity. 5. The BLS may request assembly/component specification updates to the regional models if there is a substantive shift in ‘typical' construction methods and/or materials while the models are in use. Cost information will be required from the vendor if assembly/component specification data change in order to perform quality adjustment. ***** Response Information: In Order for BLS to asses a firm's capability, firms must submit a response that provides enough detail to indicate that it can provide the services that meet the requirements above. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by BLS. With your response, please include: a. DUNS number b. Company Name c. Company Address d. Current GSA Schedules (if applicable) appropriate to this notice e. Type of Company (i.e. large business, small business, small disadvantaged, women owned, HUBZone, and Service Disabled) as validated via the Central Contractor Registration f. Company point of contact, phone and email address All responses must be submitted in an electronic form via e-mail to the Contracting Officer at DeAngelis.Michael@bls.gov no later than June 20, 2012 at 12:00 pm. Reponses will not be accepted after the due date. Responses must not exceed twenty (20) pages. Faxed information will not be considered. BLS will not accept phone calls regarding this notice. BLS will not return any information submitted in response to this notice. No reimbursement will be made for any costs associated with your submittal. Information received will be used in BLS's market research effort and for procurement planning purposes. This notice is not to be construed as a commitment by BLS. The Government reserves the right to contact, or not to contact, any party responding to this notice in order to obtain further information for market research purposes.
