- This is a notice of intent to award a sole source contract. EPA Region 1 New England located at 5 Post Office Sq, Boston, MA 02109 intends to negotiate a sole source contract for YSI Incorporated Probes and Accessories at the EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 13.106-1(b)(1). In accordance with FAR 13.106-1(b)(1)(ii) and FAR 11.105 an item peculiar to one manufacturer, e.g. a brand name, shall not be used unless the particular brand name, product, or feature is essential to the Government?s requirements and market research indicates other companies similar products or products lacking the particular feature, do not meet, or cannot meet the agency?s needs. EPA Region 1 requires YSI Incorporated Probes and Accessories for use at the EPA Region 1 New England Laboratory, 11 Technology Drive, North Chelmsford, MA 01863. The use of a brand name for the acquisition of YSI Incorporated Probes and Accessories is necessary because no other probes and accessories are compatible with the existing EPA owned and operated YSI Incorporated 6000 Series Water Monitoring Sondes. This notice of intent is not a request for competitive proposals, however all responses received by June 28, 2012 will be considered by the Government. The Government will not be responsible for any cost incurred for preparing a response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Contracting Officer is Michael Ottariano.
