Description
The Defense Logistics Agency Contracting Services Office-Battle Creek has a brand name requirement for APC Uninterrupted Power Supply. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quote (RFQ) SP4707-12-Q-0061. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan. This is a total small business set aside. This requirement falls under NAICS code 334119 and the size standard of 1,000 employees will be used. The single evaluation factor for award is lowest-price, technically acceptable. The resulting contract or order will be firm-fixed price. Only NEW equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. This requirement is being offered on a brand name only basis. In order to be considered technically acceptable, vendors must offer the exact product described below. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Offers with quantities of less than requested or products that differ from those requested will be deemed technically unacceptable. In accordance with FAR 8.405-6, only APC equipment meets the Government's requirement. APC UPS equipment meets specific DLA CERT, STIG and other Information Assurance requirements. All replacement batteries, network management modules, monitoring software and telecomm rack rails are from APC. If another vendor is used, DLA Logistics Information Service will also need to purchase replacement batteries, network monitoring cards, monitoring software and rack rails from this vendor. DLA Logistics Information Service is required to procure IT equipment that will conform to the standardization of IT equipment within the agency. Also, this allows for interchangeability of components as required. This is to ensure that all PLFA's use standard like equipment and will not fall into a proprietary system of maintenance and failure. Keeping one vendor greatly increases the response time in detecting vulnerabilities, testing patches and applying to production equipment. Mixing vendor maintenance throughout the network has the potential to cause infrastructure instability. The following clauses/provisions are hereby incorporated by reference.
