Description
J&A This is a Notice of Intent to make a Sole Source award under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 Other Then Full and Open Competition, to Salt Lake Urban Search and Rescue, Utah Task Force 1(TF1). Description of Supplies/Services: Training area must be within 30 miles of unit headquarters located in Draper, Utah and within 30 miles of Salt Lake City airport. Use of 10 acre site for UTARNG Decontamination, Security and Medical Units performing specified missions concurrently with Search and Extraction training. Adequate water access and pressure (60 psi) for DECON unit training equipment. Adequate space for multi-unit vehicle access and parking. Adequate space for real world Medical Operations headquarters. Use of multiple climate controlled classrooms with internet and phone access for Command and Control personnel throughout the entire training event. Use of a 2 acre rubble pile and high angle multi-story training tower, engineered and designed with established safety protocols, structurally equipped to handle all stated Search and Extraction training tasks for UTARNG unit members, 9-22 July, 2012. Search and Extraction training tasks to be performed must be FEMA approved and NFPA 1006 compliant and will include breaching & breaking techniques (including cutting/torch work on both concrete and metal), confined space, victim extrication and ropes rescue techniques (utilizing proper search and safety methodology, patient bundling and management, knots and rescue devices, mechanical advantage and vertical hoist techniques). FEMA certified (current) lead instructors providing National Fire Protection Association (NFPA) 1006 compliant training of 70 unit members during specified time period. Rubble pile preparation and refresh with safety support 16-20 July 2012. This will be the only notice of the Government’s intent to solicit and negotiate with one source in accordance with FAR 6.302-1. Certified firms having the ability to provide this service should notify Diane Johnson in writing via e-mail at diane.n.johnson@us.army.mil by 10:00 a.m. Mountain Standard Time on June 28, 2012. All responses from qualified sources will be fully considered and responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No extensions will be granted.
