- The 911th Airlift Wing, Coraopolis, PA., 15108 intends to issue a Request for Proposal (RFP), using the Best Value source selection procedure, Lowest Price Technically Acceptable (LPTA) techniques to make a single award. This is a firm fixed-price contract to provide for all labor, transportation, materials, tools, equipment and supervision necessary for the renovation of the Base Supply Building No. 312, Project No. JLSS 10-7040A/B/C. Work includes but not limited to replacement of interior finishes, including paint, lighting, flooring, suspended ceiling, wall tile, gypsum wall board, and doors, replacing windows with blast resistant windows, updating the women's rest room, paint on exterior surfaces, replacing wood floor under rolling shelves with concrete, replacing one section of rolling shelves, replacing roof sheathing and rubber and adding roof insulation and snow melt system, and adding an interior structural steel support system to attach suspended ceiling, lights, ducts, and piping, provide temporary office trailer space for employees during construction. All work shall be accomplished in strict accordance with the contract documents. The estimated cost range is between $1,000,000 and $5,000,000. The NAICS code is 236220. The applicable size standard is $33.5 million. Request for Proposal FA6712-12-R-0002 will be available o/a 29 June 2012. This action is being set-aside for competition restricted to HUBZone qualified firms IAW FAR Subpart 19.13 and 52.219-3. Tentative proposal closing date will be 30 days after issuance, or approximately 30 July 2012. Performance period is 240 calendar days after receipt of Notice to Proceed. Notice to Offerors: Funds are not presently available for this project. No award will be made until funds are available to make payments under a contract. The government reserves the right to cancel this solicitation, either before or after closing with no obligation to the offeror by the government. Note: Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov.
