Responses to Questions from Industry (Motorcycle Safety Training) Question # 1 Question: Which version of the BRC2 is the government requesting the vendor to provide - the BRC2 Skills Practice RiderCourse or the BRC2 License Waiver RiderCourse? The Motorcycle Safety Foundation (MSF) Course Descriptions list two distinct BRC2 RiderCourses: BRC2 Skills Practice RiderCourse, and BRC2 License Waiver RiderCourse. The BRC2 Skills Practice RiderCourse is designed for riders who have successfully completed the BRC or who possess basic operational skills and do not require a classroom test. The BRC2 License Waiver RiderCourse is designed for riders that do not possess a state motorcycle license or endorsement and is recognized as a driver's license test waiver in many states. The BRC2 License Waiver RiderCourse has a formal test associated with the instruction. According to the statement of work (SOW) submitted for this proposal, the government is requesting the vendor to provide BRC2 one day instructional classroom and hands-on motorcycle skills course. The SOW, paragraph 1.8.4, requires the contractor to submit test score (skills and knowledge) results to the COR which would be required for the BRC2 License Waiver RiderCourse but not for the BRC Skills Practice RiderCourse. The current Army Traffic Safety Training Program training provided to Ft. Hood is instructing the BRC2 Skills Practice RiderCourse. Given the nature of the Army's progressive training system per AR 385-10, 11-9(7)b.(1), Soldiers attending this training should have completed the BRC and should already possess a driver's license with the motorcycle endorsement. ANSWER: We are requiring the ERC/BRC2 for sportbike operators (required by III Corps Cmd Policy SAFETY-02), as taught by the ATSTP. Eight riders is the max (in the State of Texas; with special credentials) for each course. The students will already be licensed. Question # 2 To satisfy the military requirement for sport bike training, I am wondering if the MSRC is what you were shooting for in this solicitation? It will make a big difference in submitted bids, as most instructors can teach the ERC/BRC2, however, there is a much smaller group certified to teach the MSRC. This course is a DOD/MSF course. It is recognized by TX DPS, but is not one of their courses, and they do not teach it. The Motorcycle Safety Foundation has three different levels of rider's training: BRC: This is the beginner rider's course BRC2 (Formerly the ERC): This is a slightly more detailed course than the BRC. It reinforces the basic skills from the BRC and introduces only a couple of new concepts. It is for any type of motorcycle/riders. ARC/MSRC (Advanced Rider Course/Military Sport bike Rider Course): This course was designed by the MSF upon payment from the D.O.D. It is designed for sport bike riders. This course teaches different posture positions on the motorcycle, advanced braking and cornering, and trail braking in curves, to list a few differences. This course has a maximum of 12 students, as do the rest of the MSF courses. However, even if there are only 2 or 3 students, this course REQUIRES TWO instructors at all times for the riding exercises. ANSWER: We are requiring the ERC/BRC2 for sportbike operators (required by III Corps Cmd Policy SAFETY-02), as taught by the ATSTP.
