Description
Floor Plan THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to gather information from industry on establishing Commercial Wireless Internet Services for the Barnes Center and related schools. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, estimated pricing and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. This RFI is prepared for planning purposes only and is not restricted to small business. If the government decides to pursue an RFP, portions of your RFI response may be incorporated into the Performance Work Statement (PWS). Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. Correspondences related to the RFI should be submitted electronically, via e-mail, to annette.rice@maxwell.af.mil and to kimberly.knott@maxwell.af.mil. Background: The government is considering the viability of establishing a commercial Internet Service Provider (ISP) presence throughout Air University's Barnes Center and related schools. The vision is to enable the Barnes Center to make all school curriculum available electronically and provide a commercial Internet capability to allow students to bring their own personal devices to access required curriculum; as personal devices are not allowed to access military networks. The RFI submission should include the following: 1. Provide an estimated cost of delivering a scalable pipe to meet the bandwidth requirement for 3 buildings (Bldg 832, Bldg 1143, Bldg 322) on Maxwell AFB, Gunter Annex with usage of approximately 1000 concurrent users. 2. Provide recommended technical solution and estimated cost information related to the engineering and installation of the wireless infrastructure (traditional wi-fi hotspots and/or commercial mobile technology (cellular) or a combination of the two) required in the following buildings:  Bldg 832, wireless coverage for entire building with 180 concurrent users (see attachment 1)  Bldg 1143, wireless coverage for Area 1, Area 2, and Area 3 of building (see attachment 2) o Area 1 - ground, first and second floor with seminar rooms indicated on attachment, for total of 320 concurrent users (see attachment 3). o Area 2 - first floor 104 concurrent user as indicated (see attachment 4); second floor 60 concurrent users as indicated (see attachment 5) o Area 3 - ground floor, 110 concurrent users; first floor, 60 concurrent users; second floor, 90 concurrent users (see attachment 6)  Bldg 322, wireless coverage for entire building with 100 concurrent users, which includes 6 seminar rooms with 15 concurrent users per room and auditorium. (see attachment 7) 3. Provide estimated pricing for both computer network defense services options identified below: a. Industry best practices normally afforded to comparable universities and academic institutions. b. Establish and sustain Mission Assurance Category (MAC) III Controls IAW DODI 8500.2 Attachment 3 to Enclosure 4. 4. Provide technical solution and estimated cost for the capability (Blue Coat or equivalent) to block access to pornography, gambling, etc. 5. Provide (if applicable) following information: a. Estimated total annual cost for sustainment of the service b. Service delivery options (i.e., provide service to service delivery point and provide service to the user) c. Possible peripheral or allied support required from the government d. What performance metrics (i.e. bandwidth utilization, availability, and latency) would be made available to the government? e. Any inputs concerning the NAICS and SBA size standards the government should consider. 6. Provide additional information the government should consider in developing a potential acquisition strategy.
