Description

This is a Pre-Solicitation Notice, per FAR 15, Contracting by Negotiation. A subsequent Request for Proposal (RFP) will be released within an estimated 15 days. The subsequent RFP will seek technical and price submissions for work under this contract to be accomplished for the Commander, Naval Air Forces (CNAF) and the Naval Aviation Systems Command (NAVAIR). NAVAIR and CNAF have the mission to provide Fleet Aviation Training. Commander, Naval Air Forces (COMNAVAIRFOR) is the Program of Record sponsor for the SHARP, CV-SHARP and Aviation Data Warehouse (ADW) programs. Commander, Naval Air Systems Command (NAVAIRSYSCOM) is the Program of Record sponsor for the Air Combat Training System (ACTS) Support effort. Together these systems make up the SHARP Enterprise. This is a performance-based service acquisition to provide systems engineering, integration, training, lifecycle maintenance, procurement, installation, customer support, and management support. These systems are designed to track aviation training from initial courseware and classroom work through all trainer, simulator and flight events. This effort is also designed to capture and display detailed individual and unit readiness data from combatant and support commands to assess Navy current and projected warfare mission capabilities. This effort provides for system engineering, system sustainment, system integration, enterprise data integration support, sharing enterprise components and services, testing, installation, training, life cycle maintenance, procurement support, customer support, management support, certification and accreditation support and system documentation for the following systems and modules that support SHARP Enterprise: - Sierra Hotel Aviation Readiness Program (SHARP) - Aviation Data Warehouse (ADW) - Aviation Carrier-Sierra Hotel Aviation Readiness Program (CV-SHARP) - Air Combat Training Systems / Sierra Hotel Aviation Readiness Program Learning Management System (ACTS / SHARP LMS) The NAVSUP Weapons Systems Support, Mechanicsburg, PA is soliciting proposals for this requirement in accordance with the procedures of FAR Part 15 under NAICS code 541512. This acquisition is unrestricted. The result of this RFP is anticipated to be a Single Award Indefinite Delivery/Indefinite Quantity, hybrid pricing type ( Cost Plus Fixed Fee/Firm Fixed Price) Contract. The period of performance will include a base period of one year with three 1-year option periods. Interested parties shall email the Contract Specialist and request access to the NAVSUP WSS Ariba collaboration tool. The Contract Specialist will initiate vendor/respondent access and/or registration in the Ariba collaboration tool. The Ariba collaboration tool is simply a communication tool/email box, for this particular requirement. All communications reference this requirement occur between vendor and Government, through this communications tool/email box.
