Description
Basa Pilipinas (Read Philippines) Project The United States Government, represented by the United States Agency for International Development (USAID) in the Philippines, intends to issue a solicitation for proposal for a national early grade reading project. USAID/Philippines anticipates awarding a cost-plus-fixed fee contract to be completed over a period of 48 months, estimated to begin on or about October 1, 2012. The estimated budget for the project is $23.5M. The Basa Pilipinas (Read Philippines) project shall improve the reading skills of one million children in the early grades by 2015. The languages to be covered shall be Filipino, English and selected mother tongue languages. Geographic areas to be covered shall be determined in consultation with host government. To achieve the overall objective the project shall, among others, do the following: •- Improve reading instruction through teacher training; administrator training; development of reading specialists; and establishment of a core group of trainers. •- Improve reading delivery systems through development of valid and reliable early grade reading standards in the above-mentioned languages; supporting host government to improve implementation of reading diagnostics and reading recovery; and promotion of reading through advocacy activities. •- Improve access to quality reading materials through development, production and distribution of age-appropriate, gender- and culture-specific early grade reading materials in the above-mentioned languages; piloting an innovative approach to improving access to reading materials using information technology; and creating partnerships with the private sector to leverage resources. The project shall support the Government of the Philippines' Every-Child-A-Reader program. The contractor is expected to collect baseline data to be used in an external impact evaluation at the end of the life of project. Innovative solutions and approaches are encouraged. The contractor shall also work very closely with other USAID projects and with other donor projects. The contractor will field a team of experts, both international and local, who are well-versed in reading diagnostics, curriculum development, teacher training, mother tongue materials development, and monitoring and evaluation. The contractor shall propose a Chief of Party, a Deputy Chief of Party, a Technical Director and a Monitoring and Evaluation Specialist as key personnel. USAID is projected to issue a Request for Proposal (RFP) several weeks from this notice. Please do not consider this announcement an RFP, and do not submit your proposals until the formal RFP is posted in the FedBizOpps website: http://www.FedBizOpps.gov. Award of the contract shall be made subject to the availability of funds. This letter is in no way obligates USAID to award a contract nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of the proposals.
