- The Fleet Logistics Center Norfolk, Philadelphia Division, Contracting Department intends to solicit for consultation services for the Chief of Naval Personnel, Washington, DC to design and manage a strategic workforce plan for acquiring, engaging, investing in, and retaining the best available staff resources in an effort to reach the Navy's Diversity objectives. The contractor will deliver a strategic workforce plan for development and execution of a diverse, cohesive and productive workforce. The contractor will provide actionable communications strategy, and other products as per deliverables listed in the forthcoming RFP ™s Performance Work Statement. The period of performance for this contract will be a 12-month base period from date of award and one 12-month option. The Navy intends to solicit on a 100% small business set-aside basis for a commercial item, firm fixed price type contract. The evaluation for award will be a combination of Non-Cost/Price and Price factors. The applicable NAICS code for this requirement is 541612 and the Small Business Size Standard is $14.0 Million. Interested vendors will be asked to submit Non-Cost/Price and Price proposals and will be evaluated on a best value basis with Non-Cost/Price more important than Price.
