- The U.S. Army, Army Contracting Command-New Jersey, Joint Armaments Center,Picatinny Arsenal, NJ 07806-5000, on behalf of the Army Research Development and Engineering Center (ARDEC) Vehicle Protection, Rockets & Shoulder Fired Weapons Branch is conducting market research to locate companies interested in entering into a Blanket Purchase Agreement (BPA) with the U.S. Government. Interested sources should be capable of providing a wide range of metallic (ferrous and nonferrous) and non-metallic structural/non-structural in a wide variety of shapes to support ARDEC projects. The contractor shall provide developmental components, for example prototype components, fixtures and services in the following capacity: precision metal fabrication, tooling and die, custom metal finishing, grinding & polishing, resistance, spot and robotic welding, shearing/punching, laser welding and perforation, metal forming, machining, part assembly and quality control inspection. The contractor shall provide material, dimensional inspection reports and all process certification of conformances for each order. Applicable Documents:1. American National Standards Institute (ANSI)2. American Society for Testing & Materials (ASTM) stand3. Underwriters Laboratory (UL)4. American Iron and Steel Institute (AISI) material standards5. AMC-R 385-1006. Occupational Safety and Health Administration (OSHA) Standards Quality Assurance:a. The contractor shall perform dimensional inspection as outlined per US Govt Technical Data Package (TDP), Quality Assurance Provision (QAP), and/or specific task. Acceptance Inspection Equipment (AIE)a. The contractor shall use a calibration system, with tractability to a national or international standard. b. The contractor shall provide all AIE necessary to assure conformance of material to the contract requirements. c. The contractor shall note what AIE was used when performing the required inspection. This shall include the make, model, and sufficient information to show capability of the proposed AIE to perform the inspection required. Certifications:a. The contractor shall supply all necessary Certificate of Conformances (CoCs) for, but not limited to: materials used, hardware (nuts, bolts, washer, etc.), welding, paints, coatings, finishes, etc upon request from the US Govt in Contractor Format. Acceptance Test Plans/Procedures/Records:a. At minimum, the first piece and last pieces shall be inspected and 10% sample randomly when no TDP, QAP, or specific task is specified. Companies are invited to indicate their interests and capabilities by providing brochures and any information pertaining to their ability to provide the above requested services. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity, large or small and a copy of the most recent ORCA certifications and representations. Please provide the name of the company, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions via email only. Interested companies are encouraged to submit their capabilities/qualifications information no LATER than 18 May 2012. This is a Sources Sought/Market Survey Announcement and submission of information will be used for informational and planning purposes only. This notice does not constitute a formal Request for Proposal (RFP)/Request for Quote (RFQ). In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. However, in accordance with FAR 19.501, our intent is to establish BPAs with small businesses.
