- The Oklahoma City Air Logistics Center (OC-ALC/GKGK) at Tinker AirForce Base Oklahoma intends to negotiate a definitive contract for theacquisition of nSPCT Advanced Engine Performance Anomaly Detection.Under this requirement, the contractor will develop nSPCT anomalydetection algorithms for the F100-220, F100-229 and TF34 engines. Thesealgorithms shall utilize the detection capabilities of the multivariateanalysis methodology (statistics-based approach) combined with expertknowledge (physics-based approach) of the project team members. This is a sole source acquisition and award will be conducted andevaluated under the provisions of FAR Part 15. The responsible offerormust be registered in the Online Representations and Certifications(ORCA)database (available at http?//orca.bpn.gov/) and submit acompleted copy with their quote. The offeror must also be registered inthe Central Contractor Registration Database (available at www.ccr.gov).Lack of registration in CCR will qualify contractor as ineligible foraward. Authority: 10 U.S.C. 2304(C)(1), Justification: Services required areavailable from only one responsible source and no other type of serviceswill satisfy agency requirements. The proposed contraction action isfor services for which the Government intends to solicit and negotiatewith only one source under the authority of FAR 6.302. Interestedpersons may identify their interest and capability to respond to therequirement or submit a proposal. This notice of intent is not arequest for competitive proposals. However, all proposals receivedwithin 45 days after date of publication of this synopsis will beconsidered by the Government. A determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement.The Government does NOT own the data or the rights to the data needed topurchase this requirement. Electronic procedure will be used for this solicitation.
