- Mission and Installation Contracting Command - Installation Contracting Office (MICC-ICO), Fort Campbell, KY, has a requirement for one Hundred (100) Best Basis GH Swipe Card Lock and associated accessories to include installation. The Government intends to enter into a firm-fixed-price contract with Stanley Security Solutions, 6161 East 75th Street, Indianapolis, IN 46250. The procurement will be conducted on a sole source basis in accordance with the statutory authority of FAR 13.106-1 (b)(1) which states, "For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization)." The basis for restricting competition is additional locks are needed; locks must be compatible with existing system and be able to work with current software. The current electronic lock system uses Stanley Solution's proprietary software for managing access and programming the electronic locks. To use procure another brand of keyless locks would render the locks inoperable. Replacing the current existing system would result in a substantial duplication of costs NAICS code for this procurement is 332510 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with Stanley Security Solutions. Responses are due by Friday, 11 May 2012, 1300 hours (1:00 PM (CST).
