This notice is to identify all prospective offerors within the Republic of Turkey in submitting proposals for the upcoming solicitation of i. Project No.: LJYC 05-1068P5 ii. Project Title: Repair Fire Alarm System Frequency Changes iii. Statement of Work: 1. The work to be performed under this project consists of providing the labor, equipment, and materials as shown on the Contract Documents. The work includes replacement of existing radio transceivers with new Monaco BT-XF radio transceivers at the buildings mentioned on the drawings. The work includes but is not limited to the following primary items: A. Replace existing fire alarm radio transceivers with new radio transceivers (MONACO BT-XF) B. Replace existing very high frequency antennas with unidirectional ultra-high frequency antennas C. Replace existing coax cable with new low loss coax cable D. Replace existing surge arresters with new ones complete with weather proof boxes E. Replace existing grounding system with new complete with grounding rod and lockable pit F. Provide and install 40 kA surge protectors for fire alarm panel feeder in main distribution panels G. Connect antenna's grounding to Lightning Protection System/Main Distribution Panel board grounding. H. Provide Monaco D21 and BT-X training as described drawings. b. The U.S. Government intends on awarding a firm-fixed price type contract. c. The magnitude of this solicitation is: $100,000 - $250,000 d. Anticipated issue date for the solicitation is within 7 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at http://www.fbo.gov. e. Potential offerors are responsible for monitoring the website for the release of the solicitation package and updated information. This notice does not obligate the US Government to award a contract, it does not restrict the US Government in its acquisition approach, nor does it obligate the US Government to pay for any proposal preparation costs. 3. Notice to Offerors a. IMPORTANT information concerning eligibility for award of this solicitation. Due to established economic agreements between the United States Government and the Government of Turkey, the United States Government intends to award this solicitation to a business concern within the country of Turkey. Therefore, proposals from business concerns outside of Turkey will not be considered. b. No award will be made under this solicitation until funds are available. The US Government reserves the right to cancel this solicitation, either before or after the closing date. c. All proposals shall remain valid through 30 September 2012. d. All potential offerors who are interested in attending the Pre-Proposal Conference/Site Visit shall comply with the instructions outlined in the attached Pre-Proposal Conference/Site Visit Reservation Form. All interested offerors must complete and return this form no later than 30 April 2012, 1600L. e. In accordance with DFARS 252.204-7004, contractors must be registered in the Central Contractor Registration (CCR) prior to contract award.
