Description
The Agency for Healthcare Research and Quality (AHRQ) of the U.S. Department of Health and Human Services intends to solicit proposals for a contract with a Base Year and four (4) Option Years. AHRQ anticipates awarding one (1) contract under this solicitation. The purpose of this contract is to support the CAHPs (Consumer Assessment of Healthplan Providers and Systems) /SOPS (Surveys of Patient Safety Culture) programs at AHRQ. The solicitation and any documents relating to this requirement will only be available by downloading from the Internet through www.fedbizopps.gov. Interested offerors are responsible for monitoring this site for the release of the solicitation and any subsequent amendments. It is anticipated that the solicitation will be available for downloading on or about 15 days after publication of this synopsis. AHRQ is the lead Federal agency charged with improving the quality, safety, effectiveness, and efficiency of health care. AHRQ sponsors and conducts research that provides evidence-based information about health care outcomes, quality, cost, use, and access. In addition, AHRQ is committed to writing, editing, and designing publications and other tools and materials that help our key target audiences understand how to put research findings and related products into practice. As a result, health care decision-makers (including consumers) are able to make more informed decisions that improve the quality of health care services. In 1995, AHRQ funded the Consumer Assessment of Health Plans Program or CAHPS® (now called Consumer Assessment of Health Providers and Systems) to develop and test surveys that consumers can use to assess the quality of care they receive through their health plans, from providers and in hospitals, nursing homes, in-center hemodialysis facilities, and many other settings. The CAHPS team also conducts research and develops guidance for reporting these data to consumers, providers and other audiences. Also, as part of its goal to support a culture of patient safety and quality improvement in the Nation's health care system, the Agency for Healthcare Research and Quality (AHRQ) sponsored the development of patient safety culture assessment (SOPS) tools for hospitals, nursing homes, and ambulatory outpatient medical offices. Health care organizations use SOPS data to identify activities, lines of communication, routine procedures and other areas where patient safety could be strengthened. In addition to the development of new SOPS surveys and databases, the CAHPS/SOPS4 contract will include the development of resources to assist health care organizations improve patient safety in areas of weakness. This contract will also include an exploration of the value of examining a particular health care delivery setting from the points of view of different but related types of data-for example, looking at hospital quality of care and safety through both SOPS and CAHPS (or other complementary) data. This could provide a richer and more complex picture of an organization's overall safety/quality environment. Health care organizations use SOPS survey assessment tools to: raise staff awareness about patient safety; diagnose and assess the current status of patient safety culture; identify strengths and areas for patient safety culture improvement; examine trends in patient safety culture change over time; evaluate the cultural impact of patient safety initiatives and interventions; and conduct internal and external comparisons. Specific activities under this contract include: • Supporting the development and maintenance of CAHPS and SOPS products. • Providing assistance to CAHPS and SOPS product users. • Promoting the adoption and use of CAHPS products and SOPS surveys. • Developing and maintaining new CAHPS and SOPS databases. • Providing technical support for meetings. • Managing all aspects of the project work.
