- Performance work statement Appendix A The Defense Human Resources Activity (DHRA) intends to award a sole source contract to Dun & Bradstreet, Inc. (D&B), 4350 N Fairfax Dr Ste 650, Arlington, VA 22203-1673 in accordance with FAR Part 8.405-6, Limited Sources Multiple Award Schedule Program. DHRA, on behalf of the Defense Manpower Data Center (DMDC), requires an automated infrastructure that will validate self-reported civilian employer information for address validation and standardization. The period of performance is date of award through one year plus two 12-month option periods. This notice is NOT a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein and in the attached performance work statement (PWS) may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and Part 15. This action incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-58 effective 18 Apr 2012 and DPN 20120420.
