Description
NIH 508 Compliance Language NIH IT Security Language THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to RuRo, Inc., 321 Ballenger Center Drive, Suite 102, Frederick, Maryland 21703 to procure LIMS 24/7 Software Platform. Please see attachments: ISSO Security Language Requirements and 508 Compliance Language. Any modifications to the site will be 508 compliant. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Undiagnosed Diseases Program (UDP) Undiagnosed Disease Program (UDP) is a program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. UDP participants have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. The Contractor-Ruro, Inc., will provide the Undiagnosed Diseases Program with Laboratory Information Management System (LIMS 24/7), a software platform designed for the simplification and greater efficiency of laboratory sample, data and process management. This system will create a method of combining all bioinformatic processes that are used in the Undiagnosed Diseases Program for laboratory and clinical personnel to work collaboratively and efficiently. The multi-user nature of NIH's UDP Translational Laboratory, along with its dynamic process structures, engenders a deep set of requirements for any candidate data and project management system. The enterprise-grade LIMS 24/7 platform is a web-based system that encompasses project, task and asset management; user role configurability; user-tailored reporting; extensive audit functionality and information security. LIMS 24/7 is designed to be the meeting place of laboratory software tools, laboratory hardware, and staff users, allowing previously impossible levels of secure data access, communication and process efficiency. Ruro, Inc. is the only one that is able to port our existing databases into a unified database and maintain COMPATABILITY, therefore, Ruro, Inc. is the only source that can provide this system without disruption. KEY FEATURES : • Web-based: LIMS 24/7 is a Web-based Project and Data Management Solution that provides access to information locally or remotely. • Accelerated Implementation Method (AIM): A process involving online and onsite staff interviews to gather advanced specifications and "Sandbox" based system configuration by RURO engineers. LIMS 24/7's implementation method involves the end user in every step, ensuring the highest level of data model accuracy. • Complete Data Management: Store all asset information: hardware, consumables, patient, staff, knowledge, et all. Set and assign alerts; generate reports, charts and graphs; configure email notifications and more. Define tasks and assign to form complete processes, "mix and match" or update tasks as requirements and workflows change. Provide users with "checks" and guidance to ensure use of best methods in achieving processes. • Advanced Search and Data Mining: Query any field or combination of fields present in LIMS 24/7. Detailed documentation and examples provided. Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $25.5M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-58 (April 18, 2012). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by May 9, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
