- J.14 2011 Functional Review of Local Government Powers J.13 2010-2025 Concept of Housing and Communal Service Sector Reform J.12 2012-2014 Public Financial Management Strategy Action Plan J.11 2009-2018 Public Financial Management Strategy J.10 2009 Law on Self-Governance in a Town or Township J.9 Poverty and Social Impact Assessment: Water/Communal Services in Tajikistan J.8 Poverty and Social Impact Assessment: Water/Communal Services in Tajikistan J.7 Preliminary Review of Evolution of Fiscal Decentralization Reform in Tajikistan J.6 Standard Conditions for Small-Scale Construction J.5 Environmental Review & Assessment Checklist RFP No. SOL-176-12-000002 The United States Government, represented by the United States Agency for International Development Regional Mission to Central Asia (USAID/CAR), is seeking proposals from qualified organizations to implement a five-year project to strengthen the enabling environment for decentralization at the national level and to improve sub-national government capacity and performance as described in Section C of the attached RFP. This is a full and open competition solicitation pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). All types of Organizations are eligible to compete. The prospective contract is a Cost-Plus-Fixed-Fee (CPFF) completion type contract. An Interested Vendors List is not includes in this solicitation. Offerors can register and use the Interested Vendor List (IVL) on the Federal Business Opportunities (FBO) website, so that firms can contact one another for consideration of teaming arrangements and/or small business subcontracting opportunities in response to this solicitation. Electronic proposals are due by June 4, 2012, 10:00 AM Almaty time. The Technical and Cost proposals must be separate and should be addressed by e-mail to the Acquisition and Assistance Office at: AlmatyAAsolicitations@usaid.gov. Proposals received after the closing time will be subject to the Late Proposal guidance in FAR Part 15.208 - Submission, Modification, Revision and Withdrawal of Proposals. The receipt of this RFP must be confirmed by written notification at AlmatyAASolicitations@usaid.gov. It is the responsibility of the offeror to ensure that it has been received in its entirety. USAID bears no responsibility for any data errors resulting from the transmission or document conversion processes. If there are problems in downloading this RFP, please contact Ms. Koxalova at zkoxalova@usaid.gov. This RFP in no way obligates USAID to award a contract nor does it commit USAID to pay any cost incurred in the preparation and submission of a proposal. Questions related to this RFP must be submitted not later than May 21, 2012 at AlmatyAAsolicitations@usaid.gov. All amendments to this solicitation will be issued and posted on the FBO website.
