- The Virginia Contracting Activity (VACA) on behalf of the Defense Intelligence Agency/Missile and Space Intelligence Center (DIA/MSIC), has a requirement for contractor support to accomplish diverse Scientific and Technical Intelligence (S&TI) missions associated with the Office for Integrated Intelligence (MSI) for an effort entitled 'Integrated System Production & JRAAC Operations'. Contractor support shall address: 1) Intelligence Data 2) C4 (Command, Control, Communications, and Computer) System Analysis 3) Integrated System Analysis Production, and 4) the Joint Research Assessment and Analysis Center (JRAAC) and Facility Operations. The JRAAC is a digital computer laboratory that was developed to provide a simulation infrastructure that supports the analysis of the capabilities, limitations, and vulnerabilities of threat systems in complex one-on-one and many-on-many scenarios. Threat systems in MSIC's mission area include surface-to-air-missiles (SAMS), short-range ballistic missiles (SRBMs), anti-tank guided missiles (ATGMs), and directed energy weapon (DEW) systems. The associated NAICS code for this effort is 541712. RFP HHM402-12-R-0084 will be issued on or about May 21, 2012 with proposals due on or about July 05, 2012. Selection for award will be made to the offeror who meets the requirements and offers the best value to the Government based upon evaluation of proposals in the areas of technical capability, cost, management, and past performance. This effort is a follow on effort to contract number HHM402-07-D-0016 with Sparta entitled 'Integrated System Production and JRAAC Support'. The Scope of Work (SOW), Sections L and M for this effort are classified. Interested offerors shall request a copy in writing to the Defense Intelligence Agency/Missile and Space Intelligence Center, ATTN: MSM-1/Kate Petek, Building 4545 Fowler Road, Redstone Arsenal, AL 35898-5500. Requests must include clearance certifications (to include facilities capable of storing documents up to the SECRET/NOFORN level), contractor's CAGE code and name of phone number of the primary security point of contact. Requests shall be submitted no later than May 15, 2012. In that the SOW and Sections of the RFP are classified, offerors shall arrange for pickup of the RFP and proposal submission via a cleared courier or other cleared company personnel directly with one of the Government individuals listed at the end of this synopsis. Proposal submissions must be hand carried and delivered directly to MSIC's Contracting Office. Any issues with access to Redstone Arsenal and/or the MSIC building shall be directed to Kate Petek or Mike Thomason. The Government anticipates issuing a single award Cost-Plus-Fixed-Fee ID/IQ type contract, whereby funds are obligated by the issuance of individual delivery/task orders. Competition for this effort shall be Full and Open (no restrictions). For the purpose of encouraging small and disadvantaged businesses, to include 8(a) and Historically Black Colleges and Universities (HBCU) participation, interested offerors (excluding small business) shall be required to submit a sub-contacting plan for inclusion of small businesses and goals of participation in accordance with agency goals and guidelines. The contract period of performance shall be a two-year base period plus three one-year option periods to exercised at the Government's discretion. Offerors must also be registered in the Central Contractor Registration (CCR) database to conduct business with this Government organization. Registration can be completed at http://www.ccr/gov. Also in accordance with FAR Subpart 4.12, Offerors must submit Annual Representations and Certifications via the Online Representations and Certifications Application (ORCA), a part of the Business Partner Network (BPN). This can be completed at http://orca.bpn.gov. Place of performance shall be at the Missile and Space Intelligence Center, Building 4545 Fowler Road, Redstone Arsenal, AL 35898-5500. This effort is classified SECRET due to the nature of the services to be performed, and therefore, the contractor shall be required to ensure that all personnel employed under the SOW have, as a minimum, a SECRET security clearance issued by the Defense Industrial Security Office. A TS/SCI clearance shall be required for all personnel working in the MSIC facilities and for those accessing data at MSIC on a regular basis.
