Description
Market Research - EO/IR Payload for Shadow Unmanned Aircraft Systems The Army Contracting Command-Aberdeen Proving Ground (ACC-APG)-Belvoir Division (ACC-APG-Belvoir) is conducting market research on behalf of the United States Army, Night Vision and Electronic Sensors Directorate (NVESD), Air Systems Division (ASD) in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this Market Research is to support the Project Manager - Unmanned Aircraft Systems (PM UAS), for the purpose of determining the state of Electro-Optical/Infrared (EO/IR) payload technology and identifying EO/IR payloads compatible with the Shadow UAS vehicle with little or no modification to the airframe. This Request for Information (RFI) is for informational purposes only; this is not a Request for Proposal (RFP). The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. The Army is interested in all sources that have the following characteristics: 1. Payloads must contain the following: Continuous Zoom EO Camera with selectable color/black and white modes, Infrared (IR) Camera, Laser Designator (standard or available as an option), Laser Rangefinder (standard or available as an option), and an Autotracker. It is also desired that sources have the following characteristics: 1. Payloads have some or all of the following capabilities: Adaptable coverage modes (i.e. Autosearch modes, Step-Stare, Strip, etc...), Laser Pointer, Laser Illuminator, Low Light Level Camera, and Shortwave Infrared (SWIR) Camera. 2. Payloads with a weight of no more than sixty (60) pounds and have dimensions not to exceed 10.5 inches in diameter, 15 inches in total height, and may not extend more than 7.5 inches beyond the bottom of the fuselage of the Shadow UAS. 3. Payloads are desired to have a maximum average power in the range of 300 watts. 4. Payloads are fully developed, extensively tested and have initial evaluation units ready for possible procurement. **Additional data is requested in the enclosed Specification Matrix. WHITE PAPER SUBMISSIONS: Interested and capable sources are asked to submit a white paper containing a description of the proposed solution to the requirements listed above, along with the completed Specification Matrix. Responses shall be limited to 20 single-sided pages (excluding cover page, table of contents and Specification Matrix), minimum 10 pt New Times Roman font, including a one page synopsis of current and past relevant activities in EO/IR payload design, development, fabrication and testing. The remaining pages should discuss in detail the relevant EO/IR payload. Please include a discussion on payload maturity. The data received in response to this RFI is for informational purposes only and does not mandate or impose requirements. It is desirable that data be received with unlimited rights to the Government. However, it is recognized that proprietary data may be included with the information provided. If so, clearly mark all proprietary information. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to this RFI. Please reference RFI number W909MY-12-R-C033 in all requests for information and in the white paper submission. No telephonic or fax inquiries will be honored. All responses to this RFI shall be submitted no later than 4:00 PM EST (local time at Fort Belvoir, VA) on 4 June 2012.
