- justification and Approval The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI/ System Biology Center/Proteomics Core, intends to negotiate on a sole source basis and award a contract, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in Far Parts 13, a Firm Fixed Price award to AB SCIEX LLC, 110 Marsh Drive, Foster City, CA 94404, to purchase a renewal agreement for maintenance on the below equipment. Item 1) Model name and number: 5800 MALDI TOF/FOR System S/N BA20281003, Assurance 2PM Service will include the following: 1. Parts, labor and travel for remedial repair 2. Planned maintenance visits 3. Priority response time of 2 business days after receipt of a service call for instruments located in AB SCIEX's Service Zones1 or Zone 2 4. Required response time of 3 business days from receipt of a service call 5. Priority telephone and email access to instrument technical support 6. Telephone and email access to application technical support 7. Smart Services remote monitoring, which shall provide for notification to customer of instrument failures or errors that are reported by AB SCIEX's Smart Services monitoring software The service contract period of performance is June 1st 2012 - May 31st 2013. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The corresponding NAICS code is 811219 and the small business size standard is $19.0 million. The basis for sole source determination: See attached Justification and Approval (J&A). Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No. NHLBI-CSB-(HL)-2012-114-DDC, may be submitted in writing to the COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. This acquisition is conducted under FAR Part 13.106-1(b) (1), Soliciting from a single source.
