Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW** DESCRIPTION: This project involves the furnishing of all labor, equipment, supervision and materials necessary to stormproof approximately 27 miles of road M3 on the Upper Lake and Grindstone Ranger Districts of the Mendocino National Forest. Major items of work include, but are not limited to, the following (base bid): clearing and grubbing; removal of structures and obstructions; excavation, including outsloping, construction of rolling dips, grading and compaction; placement of various sizes of rock riprap; placement of crushed aggregate base; installation of various sizes of metal culverts; cleaning culverts; and seeding and mulching. Option 1 includes: clearing and grubbing; excavation, including outsloping, construction of rolling dips, grading and compaction; and placement of crushed aggregate base. LOCATION: The project is located in Lake County on the Upper Lake Ranger District and Glenn County of the Grindstone Ranger District of the Mendocino National Forest. To reach the project from Willows, California: from the intersection of I-5 and State Route 162, proceed west on State Route 162 approximately 21 miles to the junction with County Road 306, proceed south on County Road 306 approximately 21 miles to the junction with County Road 306; proceed south on County Road 306 approximately 18 miles to the junction of County Road 43A (M10, M.P. 0.0) at the Stonyford Work Center, then west on CR43A (M10) for approximately 32 miles to the junction of Forest Road M3 and beginning of project. PRICE RANGE: The price range for this project is $250,000 to $500,000. CONTRACT TIME: Estimated start work date is July 16, 2012 with a contract time of 90 calendar days from the effective date of the Notice to Proceed. SET-ASIDE: This project is 100 percent set aside for HubZone Small Business. NAICS Code: 237310, with a Small Business Size Standard $33.5 million average annual receipts. BONDS: A bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SOLICIATION DOCUMENTS: The solicitation will issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about May 18, 2012. RESPONSE TIME: Request for Proposals will be accepted at Northern California Acquisition Service Area, Redding Office, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:30 p.m. Pacific Daylight Time on June 19, 2012. Proposals will only be accepted by hard copy; facsimile proposals will not be accepted. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA). Registration is at the following website: http://www.bpn.gov. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
