Description
The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Naval Sea Systems Command. Modification 0002 is being issued to answers some additional questions received on the subject synopsis N00178-12-Q-4179: Question 6: In the SOW they indicate they want our hosting services to provide "(g) Anti-virus software for email, with the ability to add anti-virus software to the server" - I'd like some further guidance as to what anti-virus software they require as I do not see any other component of the SOW that requests us to provide email services (other than for our help desk service). Answer 6: Email service is standard in all web hosting packages we reviewed, so email hosting is expected as industry standard. The SOW asks that all email be protected by vendor installed and maintained antivirus software. It is also desired that the vendor provide file antivirus protection, but we realize not all vendors do so. We do, however, need the ability to install and maintain file antivirus if the vendor does not provide it. Question 7: They do not have any statement of expected reliability or uptime, but based upon the fact that they are not requesting RAID and only 1 uplink we assume they desire to also only have 1 power supply and that if a component breaks standard replacement times would apply (they aren't expecting us to always have 2 or 4 hour parts replacement, for example). Answer 7: All web hosts we reviewed included at least a 99.9% uptime guarantee, with a 30 minute maximum emergency response time. It is assumed that this is an industry standard for managed dedicated web hosts. It is up to the vendor how to meet this reliability, so we did not specify things such as RAID, redundant power supplies, hot spares, etc. Question 8: There is no backup requirement indicated. Please confirm that no backup services are desired or expand upon what is preferred. Answer 8: Backups will be maintained offsite (from the vendor, that is) by the government via remote ssh and sftp. All other terms and conditions remain unchanged. Questions regarding this notice may be directed to phone number 540-653-7077 or emailed to dora.fauntleroy@navy.mil and reference RFQ N00178-12-Q-4179.
