Description
Solicitation NOTICE OF INTENT TO LEASE SPACE USING OTHER THAN FULL AND OPEN COMPETITION General Services Administration (GSA) intends to award a lease using other than full and open competition for use by the Federal Emergency Management Agency (FEMA) as a disaster event distribution center and currently located in Aiea, Hawaii. State: Hawaii City: Aiea Delineated Area: Keaiwa Heiau State Park to the north, John A Burns Fwy (H3) to the east, Napuanani Park to the west, Queen Liliuokalani Fwy (H1) and Moanalua Fwy (H201) to the south Minimum Sq. Ft. (ABOA): 55,266 Maximum Sq. Ft. (ABOA): 56,371 Space Type: Warehouse and 4,025 rentable square feet (RSF) of office space Parking Spaces (Total): 20 Parking Spaces (Surface): 20 Parking Spaces (Structured): Not Required Parking Spaces (Reserved): Not Required Full Term: 10 years Firm Term: 5 years Option Term: N/A Additional Requirements: Building Features: · Minimum ceiling height of 30 feet able to accommodate pallets 5 high · Ability to withstand Category 3 typhoon winds · Ability to withstand a 6.0 earthquake · 100% redundant back up power capability · Access to major airport/seaport/highways within 5 miles or less · Outdoor hazmat storage area · 24/7 building access including HVAC availability · Minimum 20 parking spaces for regular sized vehicles · Tempered and conditioned warehouse space · Must meet Facility Security Level 3 Requirements · Office space must be incorporated into the warehouse space · Covered loading Dock with the ability to accommodate two container trucks · Ability to accommodate two tractor trailers with flat beds with parking. Location Considerations: · A 500 or 100 year flood plain · Hurricane/tornado/typhoon prone areas without structural reinforcements to withstand a minimum of wind speeds in excess of 200 MPH · High Hazard Fire Zone (Must have a minimum of ISO Class 3 Rated for a fire protection area) Building Support: N/A Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in either 100 or 500 year flood plain. Expressions of Interest Due: To submit a location for consideration, provide an expression of interest to the below address by May 11, 2012 at or before 4 p.m. Pacific Time. To Be Considered: All expressions of interest must be submitted in writing and must include the following information at a minimum ( This is not an invitation for bids nor a request for proposals ): · Building name/address · Legal property description, recent survey, and property identification numbers (PIN) · One-eighth inch scale drawings of space being proffered by the expression of interest · ANSI/BOMA warehouse and office area/usable square feet (USF) · Rentable Square Feet (RSF) offered and rental rate per square foot, specify services, utilities and tenant improvement allowance · Common area factor used to determine the RSF · Name, address, telephone number and email address of authorized representative · In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission is required · Interested parties of an expression of interest may include building owners and representatives with the exclusive right to represent building owners. Representatives of building owners must include the exclusivity agreement, representation letter, listing contract or other executed agreement granting the exclusive right to represent the building owner with their expression of interest to this advertisement.
