- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a modification to an existing order under Basic Ordering Agreement N00019-07-G-0008, with the Bell Boeing Joint Project Office on an other than full and open competitive basis to address the readiness and/or availability of the V-22 weapons system, specifically V-22 aircraft deployed or about to be deployed in operational missions. NAVAIR's contemplated contracting action(s) is intended to improve the maintainability and availability of the V-22 platform and may include the following components: V-22 Swashplate Actuator, Flaperon Actuator, and Elevator Actuator. The anticipated period of performance for all efforts is expected to end no later than December 2012. This requirement will be procured in accordance with the statutory authority permitting other than full and open competion under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor aircraft. Bell-Boeing is the only known source that possesses the requisite knowledge and expertise required to perform this effort.
