- Description
- The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-12-G-0006, with the Bell Boeing Joint Project Office on an other than full and open competitive basis to address the non-recurring engineering and recurring retrofit efforts for the improvement of the Environmental Bus wiring in the Power Distribution Panel. This requirement will be procured in accordance with the statutory authority permitting other than full and open competion under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expert to perform the contemplated effort with the required schedule. The intent for this notice is not to request competitive proposals. However, interested parties may submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
