- Description
- The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source Time and Material (T&M) indefinite delivery indefinite quantity (IDIQ) requirements type contract to Motion Control Systems Inc. of New River Industrial Park, New River, VA 24129 for repair of SDV MK8 MOD1 Control Motors. The contract will have provisions for Time and Materials delivery orders with a period of performance of five years. The purchase is not suitable for full and open competition for the following reasons. All of the propulsion system Control Motors used on the SDV Mk 8 Mod 1 program to date have been purchased from Motion Control Systems Inc. These Control Motors contain proprietary engineering technology that no other known manufacturer could duplicate. The Control Motors are identified on Naval Sea Systems Command (NAVSEA) approved Source Control Drawing 53711-7005369 that identifies Motion Control Systems Inc. as the single source, which preclude substitution of items without comprehensive qualification testing. As the original equipment manufacturer (OEM), Motion Control Systems Inc. is the only known source with sufficient in-depth knowledge of the Control Motor design and configuration that could accomplish repairs. The NAICS code is 335312. The Small Business size standard is 1000 employees. Delivery will be to the Naval Support Activity Panama City (NSA PC), Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001.
