Description
Statement of Work for ACA analysis Request for Quotation OA-393-2012-0001 This is a Request for Quotation. A quote is being requested and a written solicitation will not be issued. Requirement number OA-393-2012-0001 is issued as a Request for Quotation. The Centers for Medicare and Medicaid Services (CMS), has a requirement for a contractor to investigate the degree to which provisions from the Affordable Care Act (ACA) impact health sector prices from 2012 through 2021. In an effort to better understand how the ACA may impact health spending, CMS's Office of the Actuary is interested in learning more about how the prices of inputs (such as labor and capital) required to furnish health care goods, and services may be influenced by the implementation of the health care reform law. The agency is also eager to learn more about the degree to which output prices of health care goods and services may be impacted as well. A detail Statement of Work and Deliverables are attached. This will be a fixed price procurement using simplified acquisition procedures at a fixed labor rate. The period of performance will be approximately six months from the date of award. It is anticipated that an award will be made approximately 14 days after the response due date. The level of effort for this requirement will be approximately 490 hours of four work types: Senior Expert Health Service Research Professional, Senior Health Services Research Professional, Associate Health Services Research Professional, and a Contract Administrator. Responses must be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov no later than 3:00pm on May 21, 2012. Responses shall be no more than 10 pages and may include the following: 1) Contractors brief capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables. All responses will be evaluated on a best value basis using the following evaluation criteria: 1) Technical and Management Approach - the likelihood of effectively meeting requirements; 2) Qualifications of Personnel; 3) Organizational Experience and Expertise and 3) Price - the amount, realism and consistency of the evaluated price. All contractors are hereby advised that contractors shall be registered in the Central Contractor Registry (CCR). Please register with the CCR at the following website: http://www.ccr.gov. Your quote should include the following additional information: 1. Company Name and Current Mailing Address. This should be the same as the information appearing in the Central Contractor Register (CCR). 2. Contact Person, name, telephone number, e-mail address 3. Business Size Classification, i.e. Small Disadvantaged, 8(a), Woman-Owned, etc. 4. DUNS Number 5. Federal Tax ID No. Questions regarding this requirement must be submitted in writing via email to phillip.harrell@cms.hhs.gov no later than 3:00pm on May 15, 2012. All quotes must be received by May 21, 2012 no later than 3:00pm.
