Please list your totals for the base year and each option year on pages 3 and 4. ******************************************************************** PLEASE SEE THE ATTACHED SOLICITATION FOR COMPLETE DESCRIPTIONS AND INSTRUCTIONS. ******************************************************************** The National Library Service for the Blind and Physically Handicapped (NLS), Library of Congress, administers a free library service to eligible residents of the United States and American citizens living abroad who cannot hold, handle, or read standard print media because of a temporary or permanent visual or physical limitation. Using federal funds, NLS annually publishes approximately two thousand books and seventy magazines in audio and Braille formats. Titles are selected to appeal to a wide variety of interests. Books and magazines are narrated and duplicated to a high professional standard. The number of copies produced of any title is dependent on anticipated reader demand. Playback machines and their accessories are designed to facilitate convenient use by blind and physically handicapped people, provide maximum reliability under environmental conditions that are sometimes harsh, and survive handling that may be technically unsophisticated or inadvertently abusive. The equipment plays program materials in a special format compatible with NLS machines. The contractor shall design, build, test and operate all required systems, hardware and software to: 1. Copy one or more Digital Talking Book Magazines, in the form of computer files, onto Government furnished USB flash-memory cartridges. 2. Label each USB cartridge, identifying it as a magazine cartridge for the particular week (All cartridges duplicated in that week will be labeled identically). 3. Package the cartridge in a Government furnished plastic container, print and apply an address card and mail the container (under the "Free Matter for the Blind" provisions of the USPS regulations). 4. Receive and refurbish cartridges and containers returned from patrons after use. 5. Record either the USB cartridge barcode or electronic serial number for all cartridges sent to and received from patrons. This data will be supplied via the Internet to NLS/BPH. Offerors to this solicitation must be able to demonstrate the capability to: • Design and implement hardware and processes to copy data files onto USB flash-memory drives. • Build, maintain and operate systems capable of writing, labeling, packaging and refurbishing between 8,000 to 15,000 cartridges per week. • Design, implement and maintain quality control and quality assurance processes to ensure products delivered under this contract meet or exceed NLS specifications. • Provide warranty repair/replacement service for cartridges not produced or for cartridges incorrectly produced or addressed. Offerors who consider submission of a proposal should be cognizant of the consumer responsive nature of the program, and that the specifications for these products have been developed to meet the special needs of readers in the program. Materials are produced with those needs foremost in mind and improved through constant monitoring and consumer input. Contractors are expected to familiarize themselves with the equipment handling practices of blind and physically handicapped clientele and ensure that the equipment they produce will stand up under this type of use. A high degree of quality workmanship and product reliability is mandated by the product specification.
