Description
NOTICE TO OFFERORS: FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS NOTICE UNTIL FUNDS BECOME AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE WITH NO OBLIGATION TO THE OFFEROR. FAR CLAUSE 52.232-18, AVAILABILITY OF FUNDS, WILL BE INCORPORATED INTO THE SOLICITATION. Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 is issuing a Pre-Solicitation Notice for replacement of the HVAC system(s) in Bldg 500, Holm Center, Maxwell AFB, AL. Work shall consist of, but is not limited to, providing all plant, labor, materials and equipment necessary to perform all work in connection with removal of the existing HVAC system and replacement with a new chilled water variable air volume HVAC system and DDC controls; installation of a wet pipe fire suppression system; demolition; acoustic ceiling work, site work; general construction work; and electrical and fire alarm work in accordance with (IAW) the specifications and drawings. The period of performance is 270 days after issuance of Notice to Proceed. The solicitation will be set-aside for HUBZone offerors only in the form of a Request for Proposal (RFP). The North American Industry Classification System (NAICS) Code for this project is 238220, Commercial and Institutional Building Construction, with a size standard of $14,000,000.00. Only SBA Certified HUBZone firms that have NAICS Code 238220 among their approved codes will be considered for award. Award of this contract will be made utilizing competitive best value source selection procedures in which competing offerors' past performance history will be evaluated in accordance with IAW Federal Acquisition Regulation (FAR) 15.305. A single award Firm-Fixed Price type contract will be awarded. The Government reserves the right to award a contract to other than the lowest proposed price. A bid guarantee will be required for this project. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 25 percent of the total amount of the work to be performed under this contract. IAW FAR 36.204, the estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. The solicitation is projected to be issued on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov/, on or about 30 May 2012. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted. You must register on the FedBizOpps website in order to receive notification of changes to the solicitation. When the solicitation is downloaded, it is important to read the solicitation COMPLETELY, as there are milestones that MUST be met by the prospective offeror in order for their proposal to be considered responsive. A pre-proposal conference and site visit is scheduled for 21 May 2012. Depending on the number of interested SBA Certified HUBZone firms, an additional site visit will be scheduled for 22 May 2012. The solicitation will include information for prospective offers to submit in order to attend. All prospective offerors interested in submitting an offer must have a commercial and government entity code (CAGE Code). All firms or individuals responding must be registered with the Central Contractor Registration (CCR), www.bpn.gov/ccr. Interested vendors must also be registered in the Online Representations and Certifications Application (ORCA) database, https://orca.bpn.gov/.
