Description
The U.S. Army Contracting Command New Jersey, Close Combat Center, ACC-NJ-CC intends to issue a Sole Source, Firm Fixed Price Undefinitized Contract Action (UCA) modification to contract W15QKN-11-C-0126, for 170 Spider XM-7 Networked Munition Systems, including spare parts, and upgrade of Spider MCUs to software version 4 to the Spider Joint Venture (JV) consisting of Alliant Techsystems Operations (ATK) located in Plymouth, MN and Textron Defense Systems (TDS) located in Wilmington, MA. The UCA modification will enable the Army to meet the established FY12 fielding schedule. Other than Full and Open Competition is appropriate for this action in accordance with FAR 6.302-1 as award to any other source would create unacceptable delays in meeting the Governments requirements, resulting in an inability to meet the required fielding schedule. A UCA is authorized in accordance with FAR 16.603-2(a). The Spider program is a landmine alternative program that addresses the capability gap resulting from the removal of persistent landmines from Army inventory in 2010 as directed by the Presidents National Landmine Policy (February 2004). In order to meet the Landmine Policy and mitigate the capability gap, the Spider program acquisition plan called for production of Spider systems during LRIP to support initial fielding. The Spider XM7 Networked Munition is a landmine alternative providing equivalent capability to persistent landmines without the residual life threatening risks when hostilities end. Each system is controlled by a remotely located operator who monitors the systems sensors. As this action will be issued as a UCA, no Request for Proposal (RFP) will be made available.
