- Description
- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ 08733 intends to negotiate on a sole source basis with HABCO Incorporated the original equipment manufacturer for the modification of six 6 each HABCO Pegasus 7000 Oil Flushing Carts P/N P7000 to transform the cart to be used with heavier oils. The modification requires centrifugal pump assemblies replaced with gear type units that are designed for pumping higher fiscosity fluids and certifying the calibration of the pressure indicators, as well as all other required changes to comply with the ability to be used with heavier oils. HABCO is the original equipment manufacturer of this item and has all data and proprietary rights to this equipment and ancillary repair and replacement parts. The government does not own the drawings nor rights for the Oil Flushing Carts to permit full and open competition. The Government intends to procure the modifications under the authority of 10 USC 2304©(1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. A determination by the Government not to open the requirement to competition based upon a response to this notice is solely within the discretion of the Government.
