Description

The Cincinnati VAMC has a requirement for Project 539-12-108, "8th Floor & DOM Women's Restrooms" per the drawing and specifications. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project. This does not include paperwork, submittals, etc. Additionally, this acquisition will be conducted in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Do not send questions to this notice. Questions will be accepted electronically after the solicitation has been published. A Firm-Fixed Price Construction Contract is anticipated to be awarded. Contractor shall completely prepare the site for building operations, including demolition and removal of existing structures, general construction, alterations, mechanical and electrical work and to furnish labor, management, transportation materials and equipment necessary to accomplish the work indicated on the contract drawings as stated in the specifications or reasonable implied at the Department of Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220 and Department of Veterans Affairs Domiciliary, 1000 North Fort Thomas Avenue, Fort Thomas, Kentucky. Solicitation documents, including specifications and drawings, will be available electronically on or about May 21, 2012, at the following website: www.fbo.gov. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY, AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. One Hundred and Twenty (120) day bid acceptance period will be required. Bond information: A 20% Bid bond must be submitted with bid. Performance bond and payment bond will be required from the contractor receiving award. A pre-proposal conference shall be held at a date, time, and location to be provided in the solicitation. In accordance with VAAR 836.204, the magnitude of this project is between $ 250,000.00 and $500,000.00. Offerors must be listed in the VetBiz.gov Vendor Information Pages at www.vetbiz.gov, currently registered in Central Contractor Registration, www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $ 33.5 million. The proposed contract will encompass work: Period of performance is 365 days from the Notice to Proceed. BASE BID ALL WORK: Work will include all labor, materials, equipment and supervision required to complete the project "8th Floor and DOM Women's Restrooms". This project will improve restrooms A811a and A811b at the Department of Veterans Affairs Medical Center, 3200 Vine Street, Cincinnati, Ohio 45220. As well as remodeling the female shower room 140 and providing two additional ADA compliant restrooms at Department of Veterans Affairs Domiciliary, 1000 North Fort Thomas Avenue, Fort Thomas, Kentucky 41075. To provide the space for the two additional restrooms and remodeling of two offices spaces will have to be completed. NFPA guidelines will be required do to the change in floor plan. Sprinkler system will have to be modified accordingly. All phases of work shall be completed within 365 calendar days after Notice to Proceed.
