- Description
- The Transportation Security Administration (TSA) intends to negotiate a sole source contract with Lockheed Martin Corporation, 9221 Corporate Blvd Rockville, Maryland 20850 in accordance with FAR 6.302-1, for the continuation of Enrollment Services and Operation and Maintenance (O&M) required by TSA for the Transportation Worker Identification Credential (TWIC) system. These services will include: ( 1) The continuation of w ork activities necessary to manage the Operations and Maintenance (O&M) of the technical TWIC system, including the IDMS and components, Help Desk functions, Card Management System (CMS), and external/internal interfaces, including all subcontractors, licensees, and maintenance agreements, and the purchase of card stock. (2) The continuation of maintenance/operation of enrollment centers across the United States (US) and US territories, and the enrollment/issuance systems, sub-processes, and Help Desk functions, which also could include security requirement needing immediate implementation. Services also include applicant pre-enrollment, appointment scheduling, identity document verification and scanning, fraudulent document scanning and scoring, applicant fingerprint and photo capture, card management and activation, card transfer, technical help desk and call center services for applicants and stakeholders, coordination with Port stakeholders, mobile enrollment, Authorized Non-Public enrollment option, and on-site fee collection with remittance back to TSA. (3) card stock acquisition and (4) continued performance of the above consistent with fulfillment of the TWIC program roles and responsibilitie s. The TWIC Program's TWIC system was fully implemented under a contract with Lockheed Martin (LM) as the prime contractor. This contract expires on June 28th, 2012; a non-competitive contract action is required to provide a bridge between the existing contract upon its expiration to provide the continuation of these services and allow for a methodical transition of TWIC functions to the replacement services provided under the new Universal Enrollment Services (UES contract), and the new TIM contract. It is anticipated that these new contracts will not be able to assume full operations until the 4th quarter of FY12. TSA anticipates the period of performance for this sole-source contract could be up to 12 months. This new contract will be put in place at the expiration of the current contract, which is June 28, 2012. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within 30 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
