Item List Request For Quote COMBINED SYNOPSIS/SOLICITATION Subject: Veterinary Pharmaceutical, Dental and Medical Supplies This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number HHS 12-100-SOL-00020 is issued as a Request for Quotation (RFQ). This procurement is being conducted under the simplified acquisition procedures in FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-57. This RFQ is issued on an unrestricted basis under NAICS code 423450. The size standard of 100 employees. THIS IS A SMALL BUSINESS SET-ASIDE. Background ASPR provides emergency medical care to the victims of public health emergencies and catastrophic events that overwhelm the capacity of state and local emergency medical systems to respond to these disasters. ASPR currently has teams located across the nation that are prepared to deploy within hours to respond to an all hazards environment. ASPR has positioned pharmaceutical caches/kits at various locations around the Continental United States, Alaska, Puerto Rico, and Hawaii. These caches/kits of pharmaceuticals must be in a constant state of readiness for immediate use to meet operational requirements. Medical caches for National Veterinarian Response Teams are located within the warehouses of ASPR. Purpose The purpose of this contract is to establish contract terms between The Department of Health and Human Services (DHHS)/ASPR/OPEO and the Contractor. ASPR requires a wide variety of pharmaceuticals that are purchased then subsequently packaged into pre-configured caches/kits that are maintained by ASPR staff in preparation for a disaster. During a disaster, ASPR requires additional pharmaceuticals, dental and medical supplies for purposes of re-supplying caches/kits. The exact pharmaceutical, dental, or medical supplies, quantities and delivery requirements are not known in advance and may vary considerably for re-supply. The resulting contract provides for preparedness operations field re-supply of pharmaceuticals, dental, and medical supplies in the disaster-affected regions. The resulting contract between Contractor and ASPR allows for one-stop shopping at pricing that allows for best value to the government, immediate shipping as required, and for system familiarity among USG credit card holders. The resulting veterinary pharmaceutical and medical supply, dental and medical supply acquisition contracts will be for two distinct operational conditions: one contract for preparedness and another contract for disaster response. The resulting contracts for pharmaceutical, dental, and medical supply services will allow for increased purchasing power and simplified purchase orders below the acquisition threshold.
