- The U.S. Department of Energy (DOE) intends to award a sole source contract to the Golden Key Group to assist the DOE in performing an acquisition workforce analysis and an acquisition workforce succession plan. The acquisition workforce analysis will forecast acquisition staffing needs based on future retirement and turnover assumptions. The workforce succession plan will identify strategies for staffing, motivating, developing and retaining acquisition personnel. The Golden Key Group is a Service-Disabled Veteran-Owned Small Business (SDVOSB). The DOE is interested in soliciting to SDVOSB only with this requirement. The DOE is using exemption to competition 6.302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a SDVOSB believes the DOE should not pursue this sole source contract with the Golden Key Group, then they should submit a capability stat ement and pricing information for the requirement by May 25, 2012 at 4:00 PM via email to Michael.Thomey@Hq.Doe.Gov. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
